So even if he does feel FEELINGS for Allen he's pretty resistant to saying anything about it at the moment because, from Link's perspective, he doesn't think that Allen is really interested in him as more than a friend. Though he's aware Allen does think it's okay to have that kind of intimacy with close friends because CROSS.
But anyway, he honestly doesn't believe Allen can or should put him first (though the selfish part of him would really like that). He figures Allen struggles enough for other peoples' attention and love and happiness that he shouldn't have to work so hard for Link's. But he also kind of thinks that it's natural for Allen to value the things he knows he earned a little more. So basically Allen can FIGHT HARD for the things he wants and Link will just be that place of rest when the fighting gets too difficult. And in Link's idea of how Allen works this puts him in a place that just isn't as prominent in Allen's thoughts (below boyfriendos and probably teammates). It also means Link has difficulty justifying demanding anything from Allen because it's his (self-appointed) place to give, not to ask... unless Allen wants him to, in which case he would do so happily. But Allen would have to want him to ask for the right reasons, not because he felt bad for Link or needs to feel useful to him somehow or something dumb like that. He refuses to let Allen think his love has to be earned to be kept because that defeats the purpose of him being someone Allen can relax with. WHICH IS WHY LINK IS SAYING NOTHING. At least for now...
He's having some TECHNICAL DIFFICULTIES because he REALLY REALLY LOVES ALLEN and it's difficult to tell himself no, or to not be horribly mushy, and also he's better at being honest and direct, so it's an EFFORT not to say what he feels and accidentally sway Allen's judgment or something. Or smother him. As a result he goes between REALLY AWKWARD AND FORCED to derederederelovedere a lot... Also self-denial is making him little jealous which he isn't sure how to address.

HE DOESN'T KNOW THAT MUCH ABOUT IT, and honestly for a long time he tried not to think about it too much because his first exposure to stuff to do with sex was Ticky's Heart, which was very awkward for the stuff Link did see. :|a but LONG PERIODS OF EXPOSURE TO BEING IN LOVE WITH ALLEN FOREVER and figuring out what makes Allen happier means he is much better about physical contact as a form of comfort and expression, which he uses on a lot of people now. AND he's been realizing lately that touching is a nice thing he enjoys and also realizing it COULD BE TAKEN UP A LEVEL or two, even if he doesn't know the specifics of what goes where. Then he'd probably learn to be a smooth jerk to people like Allen and Scowl who are stressed ALL THE TIME. (There's a problem with Sabra girls because sabra girls can kick his ass.) but yeah, I can see him being a teasing playboy at Allen, since you don't get much closer than someone breaking down at you.

SO RESIGNED TO IT. He really doesn't mind being a nurturing and supportive influence. As long as it doesn't negatively affect how his team sees him as far as competence and holding his own in battle-type situations goes he doesn't give it too much thought.
He is not so hot on being seen as soft but someone has to be.
He honestly only did it because STUFF was going on and he just got back from being lost in the caves by himself and felt like hanging around a lot of people, even if they were being traumatized and such.
He didn't push Nora away because he figured there wasn't really any harm in letting him cling and stuff and he knows what it's like to be going through something super crappy and not really having anyone to turn to. He also figured it actually didn't matter to Nora who it was, so if Nora starts annoying him later it wouldn't hurt anything if he decided not to be friendly anymore (this is a stupid plan on Katou's part because he's actually kinda clingy himself so he's probably not that great at rejecting people that like him).
Well, up to this point Katou was ranked somewhere below Nora, someone he knew of and would pick fights with, but otherwise not really someone he paid a lot of attention to.
But between bathtiems and then the fact that Katou was THERE for Nora and just let him cling, Katou changed his pecking order. Consciously, Nora would still place him at or below Nora himself, but really, Nora's more likely to do what Katou tells him to than not.
Right now, actually, Katou is the one Nora is most likely to hang around (and probably is, whenever Katou lets him). He never really minded Katou to begin with, and Katou has basically earned his trust now. With basically everyone he loves gone or likely hating him right now, he needs someone to ground him, and right now, Katou is basically it (though he loev River and Slick, too, and is very possibly annoying them as well).
